AFTER INDEPENDENCE

The Ghana Independence Act, 1957:
This received Royal Assent on 7/2/57. The long title described it as An act to make provision for and in connection with, the attainment by the Gold Coast of fully responsible status within the British Commonwealth of Nations. The effect of the opening words was to place all the four territories on an equal footing as the dominions of Her Majesty in her capacity as Queen of Ghana. On 8/3/57 Ghana became a member of the United Nations Organisation.
Constitution of 1957:
The Ghana (Constitution) Order in Council, 1957 (S.I. 1957, No. 277; L.N. 47) the main provision of which came into force on 6th March, 1957, embodied the new Constitution of Independent Ghana, apart from Legislative powers contaired in the lst Schedule to the Independence Act. The most important new features were as follows:-

The Executive:

The Governor was replaced by a Governor-General, who was also Connnander-in-chief of tile armed forces. The Executive power of Ghana was vested in the Queen exercisable by her or by the Governor-General as her representative. Previous limitations on the power of the Cabinet were removed, and it was charged with the general direction and control of the Government of Ghana, and made responsible to Parliament.

The Judicial Service  of Ghana as part of the reforms to improve upon and ensure smooth and efficient administration of justice, requires the services of dynamic, result-oriented, self motivated and exceptionally competent individual, to join the Management Team in the following position.

The purpose of this position is to ensure efficient and effective preparation, utilization and monitoring of the Budget of the Service.

The specific duties and responsibilities shall include the following:

Coordinate the preparation of annual budget estimates of the Service
Develop and prepare budget plans for the Service in line with the Public Procurement Act 2003 (Act 663), Financial Administration Act 2002 (Act 654) and Internal Audit Agency Act, 2003 (Act 653)
Manage staff of the Budget Unit including identification of staff training and development needs
Analyse data to monitor performance and plan improvements
Preparation of monthly/quarterly/annual reports to Management
Liaise with the Director of Development, Procurement and Audit in the Procurement and use of the Service’s assets
Perform any other duty that may be assigned from time to time by the Judicial Secretary

Required Skills or Experience

Minimum Masters Degree in Finance/Accounting or related discipline from a recognized university
At least four (4) years post-qualification progressive work experience as a Budget Officer in any Public Sector Institution, three (3) of which should be in management position
Must be a member of relevant professional body
Must have strong leadership, management and supervision skills
Must have strategic analytical thinking, problem-solving and decision-making skills
Must be proficient in the use of Microsoft Office Suite
