    * The provision of stronger market structures and the increased revenue from rent, bills, fees etc.
    * The intensification of the collection of revenue via rates and fees
    * Building the capacity of dry season farming, resulting in more agricultural produce and hence more tolls collected from the market and other buyers
    * The development of the meat factory to create additional employment
