Coordinator, Planning and Research – (ESS/11/04/06)
The government recently announced the establishment of the Savannah Accelerated Development Programme (SADA), an ambitious programme aimed at transforming the Northern part of Ghana economically and socially. The programme follows earlier interventions most of which ended with mixed results.
Poverty levels are still high in the North even though substantial resources have been invested over several years now. The annual floods arising from the spilling of the 'Bagre' Dam in Burkina Faso have always compounded our circumstances. This has led some people to question the readiness of the North for yet another development intervention. The SADA is particularly at the heels of major development programmes introduced in the country in recent past. These are the Highly Indebted Poor Countries Initiative (HIPC) and the Millennium Challenge Account. It is therefore important to examine the relationship between the North and these programmes to create a platform for assessing the readiness of the North for SADA.

Innovations for Poverty Action is a nonprofit dedicated to discovering what works to help the world’s poor. We design and evaluate programs in real contexts with real people, and provide hands-on assistance to bring successful programs to scale.
Innovations for Poverty Action was born in 2002 when Dean Karlan founded Development Innovations, a non-profit organization dedicated to bridging the gap between academia and development policy in practice. Dean’s graduate school advisors, Abhijit Banerjee, Esther Duflo, and Sendhil Mullainathan agreed to join him on the board of the new organization, along with Ray Fisman, a professor from Columbia.
